李光耀始終看好中國的經濟前景，中國領導人則對李光耀治下的新加坡極感興趣，這樣的彼此看好，造就了雙方的多層面合作，其中有成功、也有失敗。
中國領導層從鄧小平開始就一直重視新加坡經驗，鄧小平知名的1992年南巡講話中特別強調要向新加坡學習，其後，江澤民、朱鎔基、曾慶紅、溫家寶等人，在不同時期、不同場合都有過類似表述。
中國向新加坡學習，開始是經濟社會發展經驗，逐漸擴大到政治發展經驗，李光耀倡導的「亞洲價值觀」，與中國領導人「有中國特色」的政治、經濟、社會治理道路頗有異曲同工之妙。
李光耀的年齡和江澤民相仿，但在思想比較上，大陸研究者多將李光耀的實用主義思維，與鄧小平的「摸著石頭過河」相提並論。另一方面，對於是否學習新加坡的威權政治模式，大陸自由派學者期期以為不可，保守派人士也有所疑慮，至今仍只是一個「討論議題」。
為發展與中國的政治聯繫，除了個人魅力外，李光耀很早就安排新加坡政府介入中國中高級幹部的培訓，讓未來的中國領導人多數擁有「新加坡經驗」。這是李光耀的「十年樹木、百年樹人」遠見。雖然美國哈佛大學甘迺迪政治學院也為中國提供類似服務，但對中國領導人來說，新加坡的國情可能更容易接受一些。
